Senior Restoration Ecologist

Overview

Stephanie Freed is a Senior Restoration Ecologist at WRA, Inc. She received her Bachelor’s degree in Ecology and has research experience in the invasive plant management of two species of thistle.  She has worked as a scientific consultant for over seven years, throughout the northeastern US and in California, with clients in industries not limited to transportation, oil, litigation, and the department of defense.  Stephanie is skillful in completing compliance monitoring for groundwater, surface water, sediment, and air sampling; Phase I Environmental Site Assessments; wetland delineations; biological assessments; and environmental permitting.

At WRA, Stephanie has worked throughout California and completed various types of complex and programmatic permit applications, as well as performing biological services necessary for permit applications.  Stephanie has completed biological resources assessments, formal wetland delineations, California Rapid Assessment Method (CRAM) of wetlands, mitigation monitoring, and has researched historical regulatory constraints for complex properties.  She has experience with obtaining approval for projects from U.S. Army Corps of Engineers (Corps) including letters of exemption, letters of permission, nationwide permits, and individual permits; Regional Water Quality Control Board (RWQCB) including water quality certifications and waste discharge reports; California Department of Fish and Wildlife (CDFW) including Streambed Lake Alteration Agreements; and San Francisco Bay Conservation and Development Commission (BCDC) administrative and major permit applications.
