Senior Regulatory Permitting Specialist

Overview

Matt Osowski assists clients with natural resource challenges at WRA, including authorizations under the Section 404 and 401 of the Clean Water Act, the Federal and State Endangered Species Act, Porter-Cologne Water Quality Control Act, California Fish and Game Code, and the McAteer-Petris Act.  Matt leads projects where remediation or other regulatory requirements result in unavoidable impacts to wetlands, sensitive habitats, and special status species.  Matt negotiates with multiple agencies having disparate needs of on behalf of project stakeholders. Matt’s performs biological resource surveys, rare plant surveys, and wetland delineations in the course of his project work.

He has assisted clients with federal, state and local regulatory compliance challenges in California relating to Spill Prevention, Control, and Countermeasure (SPCC), Hazardous Materials, Hazardous Waste, above- and below-ground storage of petroleum products; and numerous other environmental, health, safety, and security issues.  He has led stakeholder meetings for compliance program rollouts and education clinics for regulatory changes.  Matt has technical and management experience with public water systems as defined by the Safe Drinking Water Act and has worked with regulatory agencies at the state and local level in California, Washington, and Oregon.
