WRA provides a variety of environmental services for a many types of infrastructure projects, including roadways, bridges, and other infrastructure in need of repair, replacement, and/or relocation due to age and natural disasters. These project types include bridge preventive maintenance, retrofit, and replacement; roadway paving, extension, stabilization, and redesign; culvert maintenance and replacements; commuter and heavy rail lines and grade separations; and pedestrian and bicycle path improvements, including trails, sidewalks, and safe routes to schools.

In addition to requirements subject to the California Environmental Quality Act (CEQA), many of “off-state highway” projects involve federal funding and thus additionally require National Environmental Policy Act (NEPA) compliance pursuant to Caltrans Local Assistance and Federal Emergency Management Agency (FEMA) requirements for funding.
