WRA was retained by the Colorado Conservation Exchange (CCE) to provide strategic planning services for The Peaks to People Water Fund program being developed through a collaborative multi-stakeholder process in Fort Collins, Colorado. The goal of the program is to raise a fund and strategically invest in forest health treatments that reduce wildfire risk and improve water security. Forest health treatments are prescribed according to a wildfire risk assessment and prioritization tool. WRA led a strategic planning effort for this program, including interview-based market research, stakeholder engagement, and the development of a business plan to ensure the financial sustainability of the program.

To support the strategic planning process, WRA conducted a market analysis to identify competing and complimentary programs as well as the beneficiaries and investors who may have a n interest in the program. This research was used to understand beneficiaries’ interests and to prepare pitch materials and conduct outreach meetings to engage beneficiaries in the program.

WRA also worked with CCE to develop financial targets, propose a financial structure for the program, and to create a roadmap for achieving program goals. The fund is up and running and has helped to funnel several millions of dollars to fuels treatment projects.
