Our Projects

The Brooklyn Basin project is a major redevelopment of a rundown industrial area into a vibrant mixed-used community along the Oakland Estuary Shoreline. The project includes housing, commercial, and park elements, while incorporating historic structures and highlighting the local environment. Overall, a cumulative 32 acres of city parks will be created and a portion of the 9th Avenue Terminal will be preserved as a maritime museum.

WRA’s role on the project team included acquiring all permits for the project from the U.S. Army Corps of Engineers, Regional Water Quality Control Board, and the Bay Conservation and Development Commission. WRA coordinated with the regulatory agencies including the National Marine Fisheries Service and State Lands Commission. All regulatory permits were issued in early 2015 following negotiations led by WRA staff. WRA’s role shifted to permit compliance, ongoing design consulting (from an environmental perspective), and continued coordination with regulatory agencies. Specifically, BCDC required design review and plan approvals for each phase of the project; and WRA has facilitated approvals through Phase 2 and is currently working on Phases 3 and 4. In 2017, WRA helped to navigate the emergency repair and permitting of a deck failure within the project site. The repair has been completed and emergency permitting is approved.
